Civic political theory is a hotspot in political circles,which advocated citizen directly participated in political activities. As one of the most influential political philosophers in the 20th century, Hannah Arendt (1906-1975) made very insightful theoretical perspectives from the historical and theoretical level, formed the conception of active citizenship based on the tradition of classical republicanism. However it is scattered in many of her related manuscripts and works.This paper will systematically explain this and put forward their own thinking.Arendt’s conception of citizenship is closely related to her special personal experience and unique historical and political background,at the same time,it absorbs nutrients from the traditional concept of classical republicanism. Arendt advocates citizen should enter the public realm by speech and action,and actively participate in politics,and achieve freedom and self-excellence in public life. The basic structure of the paper is as follows:The first part traces the background and ideological origin which conception of active citizenship produced in; The second part analyzes the main principles and concepts of classical republicanism and inspiration to Arendt’s conception of active citizenship; The third part discusses the relationship between the public realm and citizenship, generalizas Arendt’s conception of active citizenship mainly composes of five aspects:for instance political judgment of citizens, civic virtue. According to this,the paper analysis the characteristics of Arendt’s conception of active citizenship. The last part evaluates and analysis constructive values and contradictions which conception of active citizenship existed.At last, the paper describes the practical significance of the theory,for promoting the establishment of civil society and development of democracy in China.
