Thanks to the tremendous development and constructions happened in the past twenty years, Jinan high tech zone(JNHTZ) has became an important supporting factor for the regional economy development. As the shifting in economy situations and to follow up with the current trend, JNHTZ takes important roles encouraging the development of the ‘startup’ and take it as next important commission in the government works, in which the development of new management system that can fit the current economic trend is considered an important goal.The opinions of this article are based on the working experience of the author and follow three basic concepts, which include public management, seamless government and holistic governance theory. Rooted from the reform management system outlines, the important attributes of this study can be summarized into four aspects: impose management on service industry, comprehensive optimization of the management functions, maximize the opportunities for talents, establishment of proper strategy contributing to distribution of resources. Among all the feasible approaches, the super ministry reform strategy is an important breakthrough in the public management system and it leads to key answers to the important challenges. However, there are some issues still fundamentally unchanged, such as the lack of legal power, need of professions, the uncertainty of competition strategies and conformed regional management system, which can lead to potential issues with the management system.Through the thoroughly comparisons and analysis on domestic and foreign well-known high-tech zone management system, we believe there is four principles should be followed to move the reform of the high-tech zone management system forward. The principals has following criteria: talent oriented, concise and efficient, abide the law, professional management skills. Specific to details, there are five aspects urge innovations. First, clarifications of the legal status of high tech zone, which provide clear legal support to the development. Second, transform the function of government, being able to act as social intermediary agents. Third, achieve professional management and establish clear talent selection pathway. Fourth, Root from the need of people to improve the assessment system for performance of governors. Fifth, implementing innovations on the current ‘enclave’ management systems to solve the cross regional issues.In summary, this research is targeted to provide some insight and advices on the reform of the management system, hopefully can boost and contribute to the support of ‘startup’.
