| Since more than thirty years of reform and opening up, economic ties between China’s various regions have become increasingly close. With the development of regional economic integration, regional cooperation in various regions of China is in full swing.However, the administrative divisions with distinct barriers and local protectionism have become a stumbling block to our country economic growth and regional coordinated development gradually, the negative effects of China’s long-standing "administrative area economy" has become increasingly prominent.Regional cooperation not only can break market segmentation, but also can promote the specialization division of labor. It also allows the production factors to flow freely within the region. Therefore it is the key measure to improve the efficiency of the allocation of space resources and solve China’s economic growth.China is a unitary state. In our current system and national conditions, regional cooperation is mainly driven by local governments at all levels. The domestic research on the local government cooperation is mainly from politics, intergovernmental relations theory, game theory, administrative management and some other perspectives. It is still very inadequate from the perspective of regional and space to study the local government cooperation.Therefore the research is closely integrated with the development practice of local government cooperation in the process of regional economic integration. It systematically summarizes the regional characteristics of the cooperation of local governments in China since reform and opening up, then generalizes cooperation operation mechanism based on location relation. Finally it puts forward the strategic countermeasures for the problems found in the research.The results show that:(1)The active degree, scale, level, field, depth and institutional level of local government cooperation in eastern and western regions of China are basically consistent with the level of economic development in the three regions of the eastern and western regions. With the increase of China’s regional cooperation, regional cooperation in different levels becomes more complex. It presents the distribution of circles are connected in space. (2) In particular, the spatial distribution of local government cooperation in the eastern region is characterized by large scale, multi-level and full coverage. The most obvious feature of the western region is taking the urban agglomeration in the middle reaches of the Yangtze River as the center, along with the East and west of the demarcation line intensive distribution of a large number of provinces adjacent to the local government cooperation organization. The most obvious characteristic is that there are a lot of local government cooperation in the "vacuum zone".(3)Due to the existence of inter provincial administrative barriers, local government cooperation within the province is easier to start, the level of cooperation is higher, the local government cooperation is relatively loose, and the level of institutionalization is relatively low.In view of some problems like the lack of the government cooperation number, shortage of autonomy, and the supply of public service, the system level is not high, the paper presents some policy recommendations:(1)Satisfy the common needs and change the concept of local officials. (2) Focus on the interests of incentives and clear rules of cooperation.(3)Increase the central and higher levels of government support. (4)Improve the cooperation mechanism. |
