The Study On Website Information Disclosure Of Local Government

Government information is not only the direct way for public to understand government behavior, but also an important way to supervise government behavior. Government information disclosure is the basic premise of citizen’s right to know, right to participate in the expression and the right to supervise and it is also the main symbol of democratic political development. With the continuous development of democratic politics,the consciousness of the public’s participation gradually strengthens and they have higher requirements of government information publicity. At the same time, after the formal implementation of the "People’s Republic of China Government Information Disclosure Ordinance",a great many of government departments have used various forms to open government information, which can improve to fulfill the responsibility of the government and protect public rights.The government website is to perform its functions and provide services for the public,which has benefited a lot from the rapid development of information technology.In view of three advantages of website(timeliness,accuracy, comprehensiveness),Government websites enjoy great popularity among all the opening forms.On the website,they have set up information disclosure column and made opening guide,catalog and annual report to carry on the opening work.Obviously,government website has already become the first channel for government information disclosure. In addition,it is not difficult to find that the disclosure of government Information on website is the typical performance of the "Internet plus" strategy in the government information disclosure level.Based on literature research, content analysis and comparative analysis, this paper firstly in theory studied government information disclosure’s concept,theoretical basis, historical evolution and government website’s definition, development, features, development process. What’s more,it also systematically teased related theories, development process and the relationship between government information exposure and government website.In practice,this paper compared government website situations of 13 prefecture-level cities in Jiangsu Province and analyzed the current performance evaluation situations of provincial governments in China. What’s more,it set 13 prefecture-level cities in Jiangsu Province as a case to analyze the disclosure work of government information website through the established evaluation index system.Finally,based on the good experience of foreign government websites information disclosure,this paper studied how to further promote the government website information disclosure of 13 prefecture-level cities in Jiangsu Province and put forward some related suggestions.
