With the increase of Mongolia’s participation in international competition and cooperation in the depth and breadth, the trade activities of Mongolia and neighboring countries becoming increasingly frequent,the importance of the Mongolian customs has become increasingly prominent.People’s modernization is the key factor of the modernization of the customs department of Mongolia.Focus on the current status of the development of Mongolia customs and the need for better services for the country to participate in international competition and cooperation, Mongolia customs must establish the mechanism and system of systematic human resources management,and create a lean, efficient, pragmatic, incorruptible talents team.Currently, the development of human resources management in Mongolia customs has the problems of insufficient theoretical support and backward management practice.The solution to these two problems is the starting point and the end result of the selected topic.This is also the theoretical and practical significance of this paper.The optimization of customs human resource management is a dynamic and systematic system construction process.Since its inception,Mongolia customs have carried on continuous exploration and innovation on human resources management, on the whole, it has experienced three stages:the traditional stage, the stage of reform and the exploration of modernization,and has achieved remarkable results.However, the problems in the process of reform also need to be paid attention to,forexample,focus on the use of human resources and ignore the cultivation and development of talents,focus on mechanism construction and ignore the improvement of basic work,focus on international learning and ignore the localization research of human resources management and so on.Therefore,the optimization of Mongolia customs human resource management is still a long and arduous process.On the basis of field research,this article gets a lot of first-hand information and aims to provide practical and operational suggestions for the optimization of human resource management in Mongolia customs through the detailed introduction of human resources management in China and the United States Customs.The first chapter is an introduction,and it mainly introduces the basic contents of the research background、significance、literature review、research methods and so on.The second chapter is theory summary of customs human resources management, and it provides theoretical support for this study through the definition of related concepts and related theories.The third chapter is the development and modernization of human resources in Mongolia customs, and it mainly introduces the development stage、 characteristics and modernization of human resources management of Mongolia customs.The fourth chapter finds the problems of the development of human resources management in Mongolia customs and carries on the reason analysis through the analysis of existing data and survey data.The fifth chapter mainly introduces the successful experience of human resource management in the customs of United States and China, and the sixth chapter puts forward the specific measures for the optimization of human resource management in Mongolia customs.
