The Study Of Subject System Of Administrative Accountability In China

The trend of Anti-corruption is increasing since the Eighteenth National Congress of the CPC. Affected by this, system of administrative Accountability which was began with "SARS" changed a lot. The object of administrative Accountability changed from leaders to normal civil servant. The range of administrative Accountability changed from traditional Production safety accidents to Work discipline. However, the existing theory of administrative Accountability failed to responding to such changes. The practice of administrative Accountability is also faced with so many problems. The subject of administrative Accountability is the core of the system of administrative Accountability, the developing of which is related with the improving of the system of administrative Accountability. This paper treats the Subjective System of administrative Accountability as visual angle, by which giving suggestions to improve the system of administrative Accountability of China.First, this paper researched legal investigation of the subjective system of accountability of chinese government,introduce legal defects of the subjective system of accountability of chinese government, for example, the level of rules are lack of authority, the rules can not be used uniformity, the content is abstract and can not be used effectively.The second partresearched dilemma of the subjective system of accountability of ghinese government, for example, Party’s subject of accountability is conflict to administrative subject of accountability, subject of self-accountability does not participate enough,different subjects of NPC do not participate adequately. The third part mainly introduce pectination of administrative accountability abroad,researched Inspiration of administrative accountability abroad,for example, highlight accountability not on their owns, strengthen accountability of specialized organizations, ensure public participation adequately. Last is suggestions about subjective system of accountability of chinese government.
