The Development Strategy Of Aging Service Industry In Shanghai

With the improvement of medical care and life quality, the elderly health level has improved all over the world, but it has also led to some social problems, which aging of population is the most striking one. How to solve this contradiction has become a difficult task for public managers around the world. In November 2012, the report of the 18th National Congress of the Communist Party of China has recommended that we should actively deal with the aged tendency of population, vigorously develop aging service undertakings and industries. The development of aging service industry can satisfy the various demand levels of aged population, enlarge the consumption market of aging people, and form new sources of economic growth, it also can make the children of old people focus on their works,and greatly solve the difficulties of elderly endowment, so it will promote the coordinated development of economy and society.Unlike the general manufacturing industry or social services, aging service industry is a special industry. Generally speaking, industry has the meaning of introducing social capitals to establish businesses and expanding the reproduction through marketing operations. But aging service industry is a special industry, which is composed of profit-making and public welfare attributes. It needs to remain the general character of industry and form the distinctive character, which makes economic and social benefits united together. Research on the subject started fairly late in our country, the lack of mature experiences and reasonable system makes it still in exploration. From the perspective of industry research, analysis on the aging service industry is both valuable and significant.Shanghai, entered the aged society in 1979, is the first city to face aging problems in our country, so the paper choose aging of population and the development of aging service industry in Shanghai as the research background. At the same time, the development of aging service industry in Shanghai has a solid foundation. Accordingly, this study can provide profitable guidance for the development of aging service industries nationwide. Through the combination of theoretical analysis and practical research, it can better reflect the objectives and value of this study.The paper based on the background of aging of population, combined with research situation at home and abroad. Firstly the paper defined the concept and connotation of the aging service industry, learned from the experiences in the development of aging service industry in the Hong Kong SAR,United States and Japan, and analyzed the status of the elderly population and the aging service industry development status in Shanghai. Then the model of analyzing industry development was applied to the study of the Shanghai aging service industry development. This paper analyzed affecting factors of the aging service industry in Shanghai from the following six areas:the situation of supply and demand, the factors of production, relevant supportive industries, corporate structure, strategic competitors, as well as opportunities and the role of government. The analysis shows that aging service industry of Shanghai is still full of problems in macro, meso and micro levels. In order to promote the development of aging industry in Shanghai, the paper combines with the advantage of Shanghai Metropolitan Area, and raises the path of development to improve the aging service industrial of Shanghai, such as defining the relationships of the aging service industry, clarifying the boundary of government’s responsibility, creating a more favorable environment of industry and making the company more competitive and creative.
