Five thousand years of history in China, helping others is a traditional virtue handed down, it is widely agreed. Since the reform and opening up, the rapid development of all walks of life, including helping others, spiritual civilization construction is also in constant development. But helping others bring tragedy occurred: passers-by on the "Xiao Yue Yue, in the case of Peng Yu,the well intentioned people attracted a lawsuit, "dare to help the elderly fall on" and so on, "the trigger helping behavior" social discussion on the one hand people feel emerge in an endless stream, helping behavior is increasingly reduced, on the other hand help unfavorable phenomenon caused great distress to people, people do not know how to help others, help others in that behavior the dilemma.The past research on the behavior of public officials focused on administrative behavior, have a single researching methods and contents, have more repeating research. Research on helping behavior of public officials rarely, research motivation help behavior is not profound enough. Therefore, this paper through the literature research and empirical analysis, the Chinese Civilization Network "Chinese good list" 628 public officers help the moral model data collected, combined with the existing helping behavior index system and related questionnaire, the officer as the research object, questionnaire. Data were analyzed by SPSS17.0 statistical analysis software to the officer, the mechanism of helping behavior of officials, and find out the relationship between demographic variables and helping behavior, so as to help people more to provide reference basis.Through correlation analysis, regression analysis, test, descriptive statistical analysis and independent sample differences that empathy, cognitive context,and helping behavior showing a causal relationship: empathy can positively predict helping behavior, more empathic individuals more susceptible to help people; cognitive factors can significantly predict helping behavior, cognitive force people with strong helping tendency; the situation can significantly predict the helping behavior. In addition, the use of K-W to test the gender, age, education, and political background of the four characteristic variables are analyzed, which affect the degree of helping behavior is not significant, while gender, age that political life significantly influence the behavior of helping others, which is compared with women are more easily moved easily because of empathy and helping behavior; older people have a higher propensity to help others, help others behavior due to age differences; Party members have more High helping tendency and the exemplary vanguard role of Party members so that they have a stronger sense of responsibility and sense of responsibility to implement the act of kindness. The conclusion not only reveals the source of contemporary "helpful" moral model,also for the behavior inheritance and carry forward the referential basis.
