Throughout the life of Mao Zedong, he has only 2 experiences abroad twice, both to visit the Soviet Union. Mao first visited the Soviet Union in 1949, China and the Soviet Union signed a treaty that named the "Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance".With the outbreak of the Korean War, the Sino-Soviet "honeymoon period" has stepped into the normal track of development. After Stalin’s death, Khrushchev came to power, Sino-Soviet relationship was brought in to a steady pace. But with the Twentieth National Congress was held, internal turmoil was resulted in socialist camp, the Soviet Communist Party urgently needed to give strong support to the Socialist members together again. In this context, the Sino-Soviet had the mutual agreement, scheduled a meeting to solve the problem, which leads to Mao Zedong’s second visit to the Soviet Union. November 2,1957 to 21, Mao Zedong officially visited the Soviet Union, participated in the 40th anniversary celebration of the October Revolution and the socialist countries to attend the meetings of Communist and Workers Party and the Communist and Workers Party Conference. During the visit, Mao threw himself into the busy work, spend great efforts to ease tensions between the Soviet Union and other socialist countries, and leaded the drafting of the "Moscow Declaration", actively communicated and consulted with the delegation of the Communist Party, on some deep inside the international communist movement level reached a broad consensus, a strong impetus to the Moscow meeting a success, to enhance the internal unity of the socialist camp, boosting the Sino-Soviet relations to a new level made a great contribution.
