At present, China’s economic development has entered a period of important strategic opportunities, towards sustainable, high-speed, steady growth trend continues forward, economic restructuring, innovation and development power is an important challenge to the "new normal" economy to our government. Transformation of government functions positioning and innovative national macro-control mode, the reform of administrative management, and increasing the credibility of the government to fundamentally improve the government executive power, further building services is an important task of the government party’s eighth successive whole will our government’s, but also to the administration of an important research topic proposed by researchers.At the same time, civil servants this occupational group, undertakes the important task of the government management of the important obligation of building a service-oriented government, there was a case for the cognitive biases of their own profession, leading to the emergence of various conflicts of the civil service, in which "public contradictions test hot "and" left wave "of coexistence, abuse of power and a sense of purpose contrary contradiction, heart disorders and burnout and easy and stable career contrary to the expected performance of the three most significant contradictions. Civil servants for their professional knowledge and influence the direction of administrative reform, but also to the successful transformation of government functions.This paper uses literature review study, comparative analysis, introduces the theory of cognitive connotation own career civil servants deviations and related content, summarizes the various types of poor performance caused by this type of cognitive bias and harm. By comparison with the traditional Chinese literati and the planned economy period cadres, the reasons for such deviation generation were analyzed, we put forward countermeasures and suggestions to correct their own career civil servant cognitive bias, namely:innovative civil service promotion system, heavy plastic incentive system, improve the career civil servants training, to strengthen his moral law.
