The Legal Research On Information Disclosure Of Chinese Universities

In the modern democratic countries, the public information is generated or stored by taxpayer money.The public is the owner of public information, so government and public organizations of public information protecting right to know of public is shall perform the obligations. Especially after the Second World War, the Universal Declaration of human rights and the civil and political rights, the International Convention "on the confirmation of the right to know, all over the world pay more and more attention to the public right to know of legislative protection,building a transparent, sunshine government as the goal, the idea of public law in the world rapidly became one of the irresistible trend. As public tax payer for colleges and universities to exercise autonomy in running schools have the right to know, public right to know whether or not be fully protected and our country the current information disclosure system have close contact, often the information disclosure system is more perfect, the degree of protection on the public’s right to know more fully.This paper will focus on the issue of information disclosure system in practice and legislation in our country, which aims to improve the legal protection of the public’s right to know. The first chapter is "China University Information Disclosure concept", the first chapter sort out the history of the university information disclosure system in China. And then it expounds universities of our country public information definition. The last part is China’s universities public information value. The second chapter is "the analysis of the legal problems of the information disclosure in our country" colleges and universities", put forward the problem. The third chapter is "foreign reference of information disclosure system in British Universities", through comparative analysis method for UK university information disclosure system for inspection and combing, trying to for the development of China’s colleges and universities information disclosure system and improvement to provide with the experience and lessons. The fourth chapter is "suggestions on improving the legal system of information disclosure in China", aiming at the problems presented in the previous section of China’s colleges and universities information public in practice and legislation existing and relevant countries and regions of foreign university information disclosure system to the inspiration and reference, this paper puts forward some solutions to the above problems proposed in order to perfect our country university information disclosure system, so as to realize the goal of fully protecting the public’s right to know.
