We have experienced the development of computer and also enjoyed the magic of the Internet. It makes our life convenient and high-quality. Since the big data has quietly come, this is a necessity to subvert the people’s living habits and ideas. Big data contains a huge amount of information. It is multifarious, authenticity and its value is low density, so it requires technology more quickly to deal with the information. Big data brings great influence to us and also brought us a lot of thinking and technology challenges. The government hold a large amount of data as a special subject information service. There is no doubt that the information resources of the government service the big data environment has brought new challenges to the change of the times. The government information resource service also need to continuously improve quality.Firstly, this paper analyzed and summed up the related theories about the big data environment and government information resources service. I used five dimensions to evaluate the government information service in the big data environment on the basis of service quality evaluation of existing typical SERVQUAL reference model with the considering of practical features of China’s government information service.These five dimensions are tangibles, reliability, responsiveness, assurance and empathy. Because of the government as the main service has its particularity, such as public welfare and non-profit services, the service mode of monopoly and authoritative, universal service object and service areas of specific features, new features and challenges to add big data era government service requirements so, the five dimensions of the index and the ordinary commercial organization index is not exactly the same, the items are different.Secondly, using factor analysis and principal component analysis method is developed with the government information resources service quality evaluation of SERVQUAL high degree of reliability and efficiency scale. According to the different importance of the dimensions of the items in the practical problems are different,improved and proposed analysis method using the weighted gap of the method, using the modified gap calculation the gap between expectation and perception.Finally, we take some representative samples in order to demonstrate the model is scientific and right. We took the test in Beijing, Shanghai, Guangzhou, Shenzhen,Guizhou, Wuhan. And using structural equation to fit the model. Comparing the traditional classical SERVQUAL method and factor loading weighted SERVQUAL methods. The results show that the weighted SERVQUAL has high reliability and validity and model fitting degree. From the results of empirical analysis,comprehensive analysis to depth, I listed some improvement suggestions and strategies for government information service under the environment of big data and improvement based on service gap model to enhance the serve quality.
