Development Issues And Discussion Of The Non-Profit Incubator

As the advancement of social reform and the innovation constantly goes deeper, people’s mind obtained the unprecedented liberation and change with the development of economy in China. Accompanying with increasingly diversified needs of people and harmonious life yearning for the future, more and more people no longer just focus on their own life condition, but begin to use a thinking perspective to look at the other side of the society, they begin to pay attention to the living situation of underclass and the life difficulties of the vulnerable group. An increasing number of people devote themselves to the volunteer troop for providing services to the group who are in difficulties. More specialized service organization and service team, namely, social organization and professional volunteer troop also arise. With the establishment of the folk commonweal organizations, they are facing with a series of development issues such as shortage of funds and talents, the lack of experience and management ability and so on. In order to solve the above problems, the commonweal organization incubator emerged. The development of the non-profit organization incubator brings the folk commonweal organizations without professional level a certain support which promote the development of vast newly-established grassroots commonweal organizations. The 12th Five-Year Plan in 2010 indicated that cultivate and manage social organizations according to the law, support, guide them participate in the social management and service. Under the advocacy of Chinese government and the positive exploration of social organization itself, the development model of China’s public welfare organization has changed from single administrative cultivation mechanism to diversified social cultivation mechanism. The commonweal organization incubator, as a supportive commonweal organization training institution evolved from the business incubator, playing a role as a bridge that links to the government and non-governmental organizations in the development process of China’s public welfare organizations, which also plays a more important role in the maximum using of government resources and the process of professional development of non-governmental organizations.From June to October,2015, the writer had a practical work in "Y" which is a leading organization among the non-profit organization incubators in our country, existed in X District, Hefei. During the internship, the writer had a chance to conduct a field study with 23 star-up stage organizations, for studying the related work procedure and incubator system, realizing the routine work and hatch training content of "Y", having a reasonable understanding of the commonweal organization incubator. Besides, the writer has contacted with 23 public interest organizations hatched by "Y" and collected some material in regard to the non-profit organization incubator and the hatched institution. Combining the related research of the commonweal organization incubator both at home and abroad, this article aims to find the problems and difficulties that we face and study the enlightenment and suggestion which can promote the development of the commonweal organization incubator.Following the continuous development of the commonweal organization incubator in our country, in recent years, the incubation of commonweal organization becomes one of the focus and hot spots concerned by academic circles and the society. But the commonweal organization incubator in our country develops relatively late; we haven’t established a sound management system, let alone the multilevel, wider areas incubator system. This paper tries to based on the actual situation of the commonweal organization incubator in our country, proceed from the typical development problems of the commonweal organization incubator, at the same time, combining the practical operating of "Y" in X District, analyzing how to introduce professional talents to the field of the commonweal organization incubator, how to enhance the professionalization of the commonweal organization incubator and how to promote the development of our folk or grassroots organizations efficiently on this basis. Furthermore, the writer takes foreign advanced operation mechanism in hand of the commonweal organization incubator as reference, exploring how to learn the successful experience abroad and take full local advantages as well under the current national conditions.
