The Problem Of Procuratorial Supervision Of Administrative Law Enforcement Of Liaocheng City And Countermeasure Research

Under the background of governing the state and administrating by law, the administrative agencies is transforming from ruling by man to ruling by law in the aspect of conception,organization,personnel,functions,the system construction,and so on. As a supervision means of strengthening administrating by law,procuratorial supervision of administrative law enforcement is playing a vital role in promoting administrating by law. Therefore, the problems and solutions occurred in procuratorial organs exercising procuratorial authority by law on behalf of the state,realizing legal supervision,ensuring judicial justice,standardizing government management and performing official duties by law is a meaningful research theme.On the basis of the relevant theoretical analysis and the procuratorial case data from 2013 to 2015 of eight counties in Liaocheng city,this article analyses the status quo of procuratorial supervision of administrative law enforcement of Liaocheng city, with the actual situation of administrative enforcement and procuratorial supervision as a subject, and finds out existing problems, for instance, the scope of this supervision is limited, the division of labour of the main role played in administrative law enforcement is obscure, administrative law enforcement personnel is not sufficient, and this supervision fall vacant and public participation is inadequate. Based on domestic and foreign experience, this article concentrates on the cause of these problems above and puts forward the suggestion of improving the administrative law enforcement in Liaocheng city.The suggestion,extending the scope of administrative law enforcement,improving the personnel,training,communication between relevant departments,strengthening supervision means,safeguarding public participation and putting forward the suggestion based on domestic and foreign experience, is offered for solving the existing problems by analyzing the actual data,so this article is innovative,practical and of significance to upgrade Liaocheng procuratorial supervision of administrative law enforcement.
