Study And Strategy Building Of Domestic Clean Annuity

Known as a long-standing problem, corruption can be seen at all levels and across all stages of development of human history. Honestly speaking, corruption itself is somewhat inevitable because it can be seen as inevitable outcome of human economics and politics. Corruption does not emerge from nowhere and itself has routine to flow, but this does mean that corruption can be seen as reasonable and acceptable. The threaten of corruption does not simply mean rent-seeking behavior or something. Actually, it has a profound impact on national income distribution pattern. Besides, it can even threaten the legitimacy of the country.In terms of corrupt governance, the most common way is back-end management which combines with moral propaganda. Recently, a new reform program by Development Research Center of the State Council firstly introduced the idea of "domestic Clean Annuity", which was set for anti-corruption purpose. This provides a new perspective and research direction for anti-corruption program, which is to focus on the front-end management and to take advantage of motivation. This brand-new top-level design also gives a new idea of certain degree of control corruption, which is to try to modify anti-corruption mechanism from "dare not be greedy" to "do not want to be greedy".This thesis discusses the function of clean annuity on both sides, which are anti-corruption and supplementary pension. This thesis involves former analysis experience, distinguishes concept of corruption and clean annuity, and discusses logical meaning of clean annuity on the basis of theory of expectations and theory of cost and benefits. Then it lists the realistic basis and dilemma of this new design, conducts a case on domestic clean annuity trial and does international comparison between Singapore and Hong Kong. Then the thesis lists a brand-new design, gives the outer framework and body mechanism of clean annuity, and creatively gives the idea of "Clean occupational pension".
