Research On The Issue Of Our Government Purchasing Public Community Service

Western countries rose a wave of administrative reform since the 1980 s. In this process, the traditional model of public administration began to transform into the New Public Management, therefore the model of government buying public service obtained the opportunity to be promoted and developed. The so-called government purchasing public service, which is through the role of market, the social organizations which have certain qualifications assume part of public service provided by the government originally, then the government pay fees to them based on the quality and quantity. The practice of government purchasing public service began in 1995 in the Shanghai Pu Dong New Area, then some coastal areas have also accelerated the pace of market-oriented reform of public service. In the 21 st century, the government purchasing public service achieves a big breakthrough in the field of practice, expanding from coastal areas to inland. In addition, the purchase range gradually expands from the pension and health to social welfare community, community building social correction and other fields.Urban grass-roots management has gone through from the Unit System to Community System, the community to be the basic unit of the national grassroots political power is responsible for providing community public service. But with the acceleration of urbanization process in China, the interests of urban communities have become conflicting prominently. Differentiation of class interests and fission of grassroots social networks poses serious challenges on grassroots management of our cities, and traditional community public service provision model has been unable to meet the real needs. In the situation of the deepening practice of government purchasing public service and growing community problems, the government through what way to meet the demand of diverse public service of community members has become a pressing problem facing our government. In the third plenary session of the eighteenth, our country puts forward to innovate the social management system, and increase the intensity of power to purchase public service from the society, which suggests that the government purchases being a social management system and mechanism innovation has increased from a few local leading reform practice to an important public policy. Governments depend on social forces to provide community public service can meet the demands of diverse public service of community residents, improve the quality of public service, stimulate social vitality, and perfect social grassroots governance.This paper is divided into five parts to discuss the issue with the support of governance theory and principal-agent theory: The introduction mainly discusses the topic background, research significance, literature review, theoretical tools and research methods. The second part gives a definition of relevant concepts, and analyzes the relationships between government, social organizations and community restored by purchasing service. The third part analyzes the overview of government buying community public service, including the key areas, operation mechanism, and the results. But due to many reasons, the present government purchasing public service still has a lot of problems: Firstly, the government buying service in our country is still in the stage of practice, and related legal system and mechanism is not perfect. In addition, social organizations are not mature, and the government management concept is relatively backward. In view of this, the paper finally puts forward the corresponding countermeasures and suggestions: Government shall establish equal partnership between social organizations and community residents. Social organization should promote the development of itself, and involve in the process of social governance more widely, thus being the body roles of social construction. The countermeasures proposed in this paper are not detailed enough, there still needs to explore further, I would like the above suggestions can have a constructive significance for buying community public service in China.
