Thanks to the rapid development of information technology, the whole world including human being’s production and living style has been deeply influenced and changed by internet, and China, which is both in the prime time of rapid growth and the high-incidence season of unexpected events, is no exception. Sorts of network emergency and the following positive and negative effect of network public opinion are increasing day by day. This paper researches and analyzes how to quickly and efficiently cope with internet events and the following negative effect. Furthermore, under the condition of making law-based administration as articles of law, all working processes of administrative organs at all levels must be subject to the supervision of the public. Under the principles of laws and regulations, how to make government information known to the public, enhance the efficacy, respond the public concerns and issues in time, correctly guide public opinion in order to raise the credibility of the government have become urgent problems of administrative organs at all levels. As a result, there are more uncertain and new challenges in the present construction process of the socialist harmonious society in our country, therefore, it puts forward a very high demand on ability to administrative organs at all levels and its staffs. Coping with network emergency in time has become the basic issue for party and government in modern society because any carelessness during the coping process might make the crisis spread fast, lose control, lead to irreparable loss, and badly damage the credibility of government. Consequently, having a better understanding of the tough and difficult issues of the internet in our country at this time, keeping improving public opinion controlling capacity means a lot to government when coping with this kind of internet events.This paper takes the event of ‘suspended photos’ of Huili county as its material to study network emergency by using public governance theory, crisis communication theory, social conflict theory and so on to analyze the successful response and transformation experience, in order to offer reference to government departments coping with similar network public events.
