Research On Performance Evaluation Of Economy And Informatization Bureau Of Yuechi County

The horn of comprehensive reform is sounded by the Third Plenary Session of the 18th Central Committee of the CPC. The reform and innovation of governmental performance management can not only promote the transition of governmental functions, but also put impetus into reform of administrative management system. With the gradual deepening of China’s political construction, poeple’s consciousness of democracy is growing. Therefore, the methods and types of traditional governmental performance evaluation have not adjust to the development of times and the needs of construction of service-oriented government. Based on this reason, the author carefully sorted out relevant theories and achievements of performance evaluation both at home and abroad. The author also adopted customer satisfaction evaluation methods and tried to construct Yuechi’s performance evaluation index system with 4 first-level indicators and 12 secondary ones as well as empirical analysis. In consideration of the lack of county government performance evaluation research, the author focuses on Yuechi Economic and Information Technology Bureau in this paper, uses fuzzy synthetic evaluation to carry out their performance evaluation with lots of data based on a number of public satisfaction questionnaires.The data shows that Yuechi Economic and Information Technology Burear’s performance evaluation is "comparatively satisfied", a comprehensive evaluation by a converted score of 74.24. Among the first-level indicators, administration according to law takes up the highest proportion of 54.49%while public service the lowest proportion of 42.08%in the high-satisfied group. In the low-satisfied group, public service takes up the highest proportion of 26.54%while working efficiency ratio the lowest proportion of 13.06%. Among 12 secondary indicators, law-abiding ratio takes up the highest proportion of 62%in the high-satisfied group while both being pragmatic and contacting with the masses the lowest proportion of 39%. In terms of the proportion of low-satisfied group, civilized law enforcement takes up the lowest proportion of only 6%while close connection the highest proportion of 30%.
