Good Samaritan is a proud and excellent national tradition of our nation. It is also a kind of noble moral quality that the communist party and the motherland strongly advocate and promote.Today, the moral models of Good Samaritan are still visible everywhere. For example, the 65- year- old man Xiaoping catches a woman jumping off a building, the saving-fire hero Chou Jungian and so on. But at the same time,we may notice that the Good Samaritan faces an unprecedented test---People decrease to advocate the Good Samaritan. Even the phenomenon of not to rescue somebody else when facing the danger appears. A variety of events and phenomena makes Good Samaritan become a very serious social topic today.This causes a very bad influence to the society.It not only makes people lack of trust in the social intercourse and the social lack of good faith, it also seriously affects the normal social order.This is not conducive to the construction of a harmonious society and the development of the socialist market economy. Therefore,to strengthen the study of Good Samaritan behavior and motivation,give suggestions for the inheritance of the behavior and break the plight of the Good Samaritan behavior is very necessary for the socialist modernization construction and the construction of a socialist society.Though the statistical discovery about 1447 " Chinese good man" moral models(2010-2015) in Chinese Civilization Network, there are total 475 public servants of the moral models. By telephone interview and network investigation on the part of the moral models, combining with news reports and the interviews on various moral model, I simply divide the Good Samaritan behavior. At the same time, there is a found from their answer, that their motives are not the same, and they mainly include instinct, responsibility sense, values and the external environment. In order to further determine the research variables and establish a reasonable index system, I also consult the relevant theory in addition to the above empirical study.At present, the research on Good Samaritan behavior,scholars at home and abroad interpret it from the legal level.There are also some people do academic exploration to the virtue of thinking, social value, social evaluation, etc. However, the research on Good Samaritan behavior from a moral level is very few, investigations of the Good Samaritan behavior motivation are relatively rare, and research about the behavior of the public servants’ heroic drivers are much rarer. National public servants is actors of the will of the state and the maintainers of the people public interests, and they are organizers and leaders of the socialist modernization drive.Their level of morality is directly related to the success or failure of socialist modernization drive,it is also related to the stability of society and the happiness of the people. Therefore, this article takes public servants’ Good Samaritan behavior motivation as the research content, analyzes the motives of public officer’s heroic behavior, and furthermore provides suggestions for the inheritance of behavior.Based on the empirical study of 1427 moral model, according to the relevant theories of scholars at home and abroad, referring to the the views of relevant scholars, I divide the heroic behavior motivation into inner need and external drive. Among them, the internal need aspect includes instinct, sense of responsibility, values, and the external drive includes social moral environment and social support. On this basis, I comply the questionnaire about the public servants’ Good Samaritan behavior motivation research.The article chooses online Chinese civilization moral models of public servants as the research objects, through questionnaire and interview method, using SPSS19.0 data analysis software,carrying the sample data on the correlation analysis, regression analysis and the analysis of the K- W analysis.It can be concluded that through the analysis the internal need motivation including instinct, sense of responsibility and the values and external drive motivation including social moral environment and the social support environment are motivations of good behavior, and they have a significantly positive influence to behavior.In addition, behavior also shows some differences in age and education.Therefore, to realize optimization of good behavior,it is necessary to drive heroic behavior motivation from the inner needs and external two aspects.Specifically, first of all, it is important to continue to carry forward our traditional moral culture and national spirit of dedication, to enhance people’s social sense of responsibility and sense of justice and cultivate the ability of people’s heroic spirit and the heroic. Secondly, we must establish a good social moral environment and improve the warm support environment. At the same time, to the difference of the good behavior of civil servants on the demographic characteristics,we are going to case-by-case basis and put forward the corresponding targeted measures.
