Although modern authorized legislation system still exist many deficiencies, the system of authorized legislation always plays a important role in the legislation of the other countries, and it has become an important mean of distributing the legislation work to administration. Professor.Chen Boli introduced theory of authorized legislation in his book "authorized legislation research" in detail.The main body of the authorized legislation is consist of an authorizing subject and an authorized subject. Many jurists points that,although contemporary authorized legislation system has been established, there is still many problems have not been solved, and it is where we should study in.
