The Research Of Occurrence Mechanism And Prevention About Officials’ Corruption Of Deal Between Power And Sex

With the accelerative development of economic and social transformation in our country, the problems exposed by the official group have become more and more serious, among which, the official corruption of deal between power and sex is particularly acute. The bad influence caused by this corruption has seriously damaged the image of the party and country in the eyes of the people and will impact individual families and the whole social harmony and stability. In recent years, under the appeal of both "tigers" and "flies" should be stricken by Xi Jinping, although the CPC keep high-pressure blow on the corruption of deal between power and sex, the occurrence of it appears remarkable non-material, deep concealment, long-term sustainability, huge seduction, strong corrosion resistance, strong adhesion, etc, and brings huge challenge to efficiently prevent and punish the corruption of deal between power and sex. Therefore, containing the growth and spread of local officials’corruption of deal between power and sex is an important issue our country must be faced during the reform and development.This paper takes 159 cases of local officials’corruption of deal between power and sex as a breakthrough point, on the basis of organizing, systemically thinking, unearths some common cause of this behavior, then accordingly puts forward some countermeasures and suggestions on prevention and effective governance. Specifically, this article can be divided into five parts:First, the introduction part:point out the research background, significance, research status at home and abroad, as well as the innovation and deficiency of writing, and make theoretical interpretation of relevant concepts of corruption of deal between power and sex, lay a solid theoretical foundation for later analysis.Second, the research design and data collection part. Design research scheme of this paper and determine the dimensions of case database system, then form dimension code table, select the samples, and finally make data collection according to them.Third, the empirical statistical analysis part. Use SPSS2.0 software for data entry on the basis of arranged case samples of officials’corruption of deal between power and sex, and do statistical dimensional descriptive analysis, correlation analysis between the partial dimensions.Fourth, the discussion and conclusion. Elaborate the results of the above empirical analysis, further explore the process, causes, characteristics and hazard of officials’ corruption of deal between power and sex.Fifth, countermeasures and suggestions. Combined with empirical analysis of officials’ corruption of deal between power and sex in the third part and analysis of process, causes in the fourth part, put forward effective countermeasures and suggestions for the prevention and control of officials’ corruption of deal between power and sex.The innovation of this paper mainly reflects in three aspects:First, analyze the occurrence mechanism of officials’ corruption of deal between power and sex deeply and comprehensively. On the basis of analyzing and arranging the sample database, making description analysis and correlation analysis from dimensions of personal information background characteristics, job characteristics, behavior information features, punishment information of the involving officials, applying the power rent-seeking theory to analyze the process of officials’ corruption of deal between power and sex, analyzing the reasons from the angle of main-body internal mechanism and external environment mechanism, making comprehensively and profoundly study about our country’s current situation and nature of officials’ corruption of deal between power and sex.Second, build up the dimension system and coding table to research officials’ corruption of deal between power and sex. On the basis of consulting a large number of literature materials, building up dimensions system of officials’ corruption cases of deal between power and sex supported by four primary dimensions namely personal information dimension, the position information dimension, behavior information dimension, the punishment information dimension, based on fourteen secondary dimensions. In order to do data entry and analysis more conveniently, one by one dimension coding is done and it forms dimensions coding table, to lay a solid foundation for data collection.Third, putting forward effective countermeasures and suggestions to prevent and control officials’ corruption of deal between power and sex. On the basis of above empirical analysis, the author puts forward four aspects of prevention and cure countermeasures which are closely related to the occurrence mechanism of officials’ corruption of deal between power and sex, respectively:first, the integrity education and official virtue construction simultaneously; Second, accountability and supervision concurrently; Third, early warning and mechanism innovation synchronously; Fourth, perfect legislation and serious discipline simultaneously.
