The Research Of Public Evaluation Of Local Government Performance

The Eighteenth meeting of the Communist Party of China declared that the government should work With the people’s satisfaction as the goal. The people’s satisfaction is an important guide of government administration, and it is also the ultimate standard of government’s performance evaluation. How to make the public have more right to evaluate the government’s performance and how to make the people’s satisfaction become the standard of quantitative measurement are very difficult task for the government. Nowadays the public and the public administration scholars pay more attention to the government performance assessment, which is an effective tool for promoting the government to reform its administrative system and to improve the service efficiency and quality. Local government performance evaluation puts the service and the customer first. The public have the right to evaluate the government performance because they are the direct beneficiaries and they can feel it directly. The public engaging in the government performance evaluation can help the government to establish a scientific and effective government performance evaluation system.Nowadays the development of socialist market economy and democratic politics is very fast in China. The desire of the public to participate in politics and to protect their own rights has become more and more strong. The participation of the public in the government performance evaluation is becoming more and more important. In recent years, many local governments made some progress in broadening the channels of public participation in government performance evaluation. They also let the public take part in the government performance evaluation. Shandong Province used "mass satisfaction survey" method earlier and has achieved positive results in the comprehensive development assessment.This assay uses the basic knowledge of management, administration, political science and other disciplines to research. It also uses normative and empirical analysis, based on the research of other scholars. The author focuses on analysising"public satisfaction survey" approach in Shandong province, and finds the current public participation problems in local government performance. Then analyzes the reasons and put forward some measures to expand the public participation in the local Government performance assessment.
