Research On The Construction Of Knowledge Base Facing Emergency Public Opinion

With the rapid development of Internet technology, the information dissemination has become more rapid and convenient, and the channels or the public access to information and expression of the will have been broadened, the people expressed the wishes of the increasingly strong demand, which to bring the government supervision of public opinion in the event of an emergency many challenges. In the face of the large number of public opinion information, update fast, diverse forms, the characteristics of complex content, the study of public opinion knowledge representation and organization is the urgent need for public opinion research and management. Our government’s emergency management mechanism for public opinion is still not perfect, the lack of comprehensive public opinion information and related knowledge support. In this paper, the construction of knowledge base for public opinion analysis of public opinion, to provide knowledge support for public opinion analysis, is conducive to the relevant government departments to fully understand public opinion information, access to public opinion knowledge, improve the ability of scientific decision-making.In this paper, based on the summary of the research status of public opinion and knowledge base, the following aspects of the work are mainly carried out:(1) Design and construct of emergency ontology. Firstly, the requirement of the knowledge base is analyzed, and the semantic specification of the event ontology is defined, and the semantic description framework of the ontology is defined. Then, combining the six elements of the event to model the emergency, and based on the characteristics of public opinion, the establishment of the relationship between the event knowledge and the knowledge of public opinion, the sudden events and the effective integration of public opinion knowledge. Finally, on the basis of modeling, based on the seven step, using protege.(2) Design and implement the knowledge base of public opinion. First of all, a detailed analysis of the public opinion information sources and public opinion elements of the emergency event, a clear source of knowledge of the knowledge base. Then two kinds of knowledge base users need analysis to understand the knowledge demand and application requirements of participating in the class of users and decision-making. Secondly, on the basis of the demand analysis, the overall structure of the knowledge base of public opinion is designed, and the logic relation of the knowledge base is analyzed, and the knowledge base modeling based on UML is also analyzed. Finally, according to the knowledge type of public opinion, this paper design knowledge base storage mode, emergency ontology library and public library construction, and to the "Huangyan Island Confrontation" incident as a case, to emergency ontology library and public opinion resources of knowledge filled. The reasonable validity of the knowledge base of emergency is verified.(3) Design the prototype system of knowledge base management on emergency public opinion. In this paper, based on the demand analysis of knowledge base, the function of the prototype system of knowledge base management on emergency public opinion is designed on the basis of the knowledge base model, which mainly includes the query function of knowledge base and the management function of knowledge base. On the basis of this, the design of the user interface is completed, and the function of the case is demonstrated by taking the "Huangyan Island confrontation" as an example.This paper innovatively associated emergency information and public opinion related information semantic in the unexpected event ontology, extended the, knowledge storage scope of the public opinion knowledge base, and effectively improved the query efficiency of knowledge base.
