In recent years, with the deepening of the reform, public demand for public services increased dramatically, which is beyond the supply capacity of the government.In this context, the community volunteer service has become an important way of supplying, to make up for the shortage of public service supply. Community volunteer organizations have played a significant role in public services, while their own development have also appeared many problems. It has seriously hampered the healthy and orderly development of the community volunteer service.In this paper, the third-party government theory and voluntary failure theory, which proposed by American non-profit organization expert Lester M. Salamon, were used as research tools to investigate the status of the development of community volunteer service in Gusu District, Suzhou City. The study found that the salient difficulty involved with voluntary failure in Gusu District has included as imbalance in the supply and demand of volunteer service, poor management of community volunteer organizations, lack of human resources and dissatisfaction of community residents and volunteers. Analyzing from the deepen reason, the key factors of volunteer failure in Gusu District can be attributed to the identity awareness deviation of the community volunteer organizations, inadequate government supervision and imperfect social security system.To resolve the problem of volunteer failures and promote the benign development of community volunteer service, the government should play an active responsibility from the correction. First, the government should build a third party governance system of the community public services and clarify the position of community volunteer organizations as the governance of a third party in this system. Second, the governmentshould change the function of its own and do everything possible to promote the social development of the community volunteer services. Third, the government should strengthen the system security of voluntary service.
