Research On The Construction Of China’s Smart Government Under The Background Of Big Data

As the most important organization of Chinese social management and public services and a means to promote the crystallization of the wisdom of the political, economic, cultural, social and ecological environment development, the government has been constantly reflection, research, innovation and development, people are striving for building a more convenient and efficient service type government. As present, under the background of the new round of information technology development and widely constructed with the wisdom urban, the government information accelerate more further. There has also been a new government development concept and form of government, especially in 2012, since the big data technology for the identification of a new round of intelligent technology development, the new concept and practice about government development emerged in the global range, "smart government " gradually become the new trend of new round of government informatization development. The idea and practice of "smart government" originated from the smart city, the concept of smart city has been widely recognized and the practical explored in all-round world, especially in Europe and East Asia, the wisdom city has made great progress. In 2009 the Dubuque cooperated with IBM, establishing the first smart city. In January 29, 2013, the Ministry of housing announced the pilot list of the first batch of smart city, including 37 cities,50 counties,3 towns, a total of 90 national pilot smart cities. In the construction of smart city, as the most important part of the core, the building of the wisdom government in China has begun to explore, the research is also gradually expanded. However, the wisdom government as a new direction of administrative development, we have only just begun to study it. In the current academic community, the wisdom government’s connotation, nature, development has not yet formed a mature point, still continue to explore. Therefore, it is great significance of exploring the theoretical basis, the origin of the concept, the essence of a comprehensive grasp of wisdom government, especially for exploration of Chinese wisdom government construction.This article is based on the perspective of the theory of administrative development, will comprehensively and deep analyse and explore the wisdom government. To further reveal the development of wisdom government and some exploration in China, this thesis is divided into five chapters. The first chapter is mainly about the wisdom government and the related concepts of interpretation and comparison, as well as the interpretation of the theory. The second chapter deeply analyzes the origin and development of the wisdom government, so as to get the trend of the construction of our country. The third chapter is the exploration of Chinese wisdom government construction. The fourth chapter analyses these cases. The fifth chapter is to further improve the problems in the process of the construction of the wisdom of our country and the challenge in future. The sixth chapter explores the wisdom of the government to improve the construction of countermeasures.
