With the rapid development of China’s economy and the progress of urbanization, the problem of environmental pollution has become increasingly prominent in China. In order to protect the environment of our life, our government has issued the’water ten, soil ten’ provisions and further modification and implementation of new environmental law. Although it has made certain achievements, but the distance from the target there is a big gap, the task of environmental governance, regulation and protection remains grim. As environmental protection and supervision of the work of grass-roots environmental law enforcement work, in the overall environmental protection, governance and regulation play the most fundamental role. It can be said that the effectiveness of grassroots environmental law enforcement is good or bad, will directly affect China’s environmental protection and supervision, governance. Therefore, in view of the current problems in the process of environmental law enforcement in our country, strengthening the research on the environmental management of the grass-roots level will be of great significance to the environmental protection and supervision of our country. Therefore, this paper in Baoan District of Shenzhen city the grass-roots environmental law enforcement as the concrete research object, using a combination of literature analysis method, case analysis method and comparative analysis method analysis research methods, on the grass-roots environmental law enforcement related theoretical basis and on the basis of foreign environmental law enforcement experience, combined with Baoan District of the grass-roots environmental law enforcement of the current situation and existing problems into the in-depth analysis and research, and obtained the Baoan District of the grass-roots environmental law enforcement still exists in the increase in the proportion of domestic pollution, lack of environmental monitoring capacity and understanding of misunderstanding, legal liability is not strict, many environmental regulation object, on-site law enforcement transparency is not high question. Then this paper puts forward the countermeasures and measures to solve these problems from the perspective of legislation, the concept of change and the improvement of the system, technology and so on. And through the research and analysis, this paper hopes to can not only provides effective reference for the specific work of Baoan District of the grass-roots environmental law enforcement improvement, but also can play a certain reference significance for other domestic grass-roots environmental law enforcement work.
