| Since the 18th Party Congress, Chinese central government have paid much attention to its internal construction of incorruptible party conduct and management of corruption problems. During the process of severely striking corruption through central government, gradually we realized that the multiple governmental corruptions caused by the local managers, or we can say county-level government as prime, it’s baneful affection also brings difficult situation to our administration work. In the year of 2015, discipline inspection and supervision at all levels had ferreted out 80516 corrupted cases, investigated and treated 91550 person who were connected to the public. All these datas are warning us that the skeleton corruption managements are emergency. This article is mainly to dig out the treatments from the fountainhead of corruption issues, as three main anti-corruption principles (precaution, punishment, and protection) as the prime subject. This article will take visual angle from the theory of mechanism design, and the form of local interview and investigation. At same time, it has combined different articles’ analysis, data analysis and methods of research. The main purpose is to probe a solution that could promote the country-level in order to prevent corruption of its own.This paper mainly constructs the four portions which are below:Part one, introduction. Mainly explains the origin of chosen article and meaning as well. Among this article, it also mentions the researchers at home or aboard that contribute to the paper concerned with how and what to prevent corruption and its relevant principles.Part two, the theory explain of corruption prevention mechanism of country-level government. First is to define the scope of country-level government, and explain the intension of its precaution of corruption. Second, necessity and feasibility are also mentioned to build up a corruption prevention principle at country-level government. Besides, our relevant policies of prevention, requirements, and theory at home and abroad are also translated during this articles. Last but not least, this article translates the two theory dimension based on the theory angle of view which concerned about original principle design, meanwhile it gives the best analyze of how the two parts could connect each other which is about the theory angle of view and precaution.Part three, the analysis of building and operation of corruption prevention mechanism of T country. At the beginning, this article introduced the precaution practice situation at country T as a whole, which also contains all the introductions of operation and management details. Besides, two dimensions of theory principle design, which are information efficiency and encouragement combined with people’s interview to help the country T to promote the operation performance of precaution and find out the shortage of it.Part four, discussion of measures based on the principle construction and precaution. This part is followed by case analysis through part 3, present improvement policy during the corruption precaution through the remain problems in the case operation at country T. It begins with two dimensions of information and encouragement. As the portion of information efficiency which includes the sound of public administrative affairs, completion of the property from civil servants declaration, management of how to operate the power and duty inventory. As the portion of compatible encouragement, it consists the power restriction, supervision mechanism or other promotions methods in the part of power restriction institutionalization and payment or assess for the civil servants encouragement, trying to construct a perfect and scientific or efficient anti-corruption mechanism for the country-level government from the different level of power operation.This article founds on the research achievements of scholar in China and aboard, trying to make innovation, (1)Innovation of research angles. Our research is mainly focus on the country-level government and its departments to see from, starting with representative corruption issue in country-level government and then to present the whole troubles that the entire nation have to face. Meanwhile taking the real local interview combine with the theory reality to return nowadays that the precaution of anticorruption have to deal with in front of construction. (2) Application in research combination.The methods of research of what we use in this article, is helpful to its development and discussion. Using the tool of system science theory to grasp the country-level government’s efforts on corruption prevention,the deficiencies and the reasons for the problem on the basis of methods of questionnaire, typical experience and the innovative experience interview.At the same time, the research apply the theory of mechanism design to built corruption prevention mechanism, and then to find the way to apply the theory in practice. (3)Propose the targeted and constructive option.This article summarize the information asymmetry in the construction of anticorruption during the precaution made by the country-level government. Specially, the passively execution of treatment from lower class to higher class and underestimate the importance of corruption prevention and overestimate the importance of corruption punishment, put forward the point that we need to make efforts on the system and mechanism of country-level government, management system,the innovation of anti-corruption performance evaluation system. |
