Construction Research Of Township Convenient Service Hall In The Perspective Of Seamless Government Theory

With the acceleration of service-type government construction process in China, in order to provide more convenient and more efficient public service, governments at all levels commit themselves to innovating government’s public service. The township government which acts as the most local government unit serve broad masses directly. Under the new situation of economy and society, improving the governments’public service and building perfect basic level government service system are very necessary and significant. So the convenient service halls under the direction of seamless government theory are built one by one in every town, which become important carriers to realize modernization of governance system and governant ability for local government. This article takes the case of convenient service hall in H province C town on as the object of this research, uses the method of qualitative research, makes in-depth interviews with the managers, the personnel and respective service object of the convenient service hall. Under the theoretical direction together with the field survey, this article analyzes the running state, problems, causes of the convenient service hall, and put forward pointed policy and suggestion.The content of this paper is divided into below seven parts:The first part is introduction. Firstly this part presents the research background, the research significance, and the research at home and abroad. Secondly the part briefly describes the study case and introduces the research idea,the main research approach,the innovation points and the shortness of this paper.The content of the second part is fundamental conception definition and theoretical tools exposition. Primarily the part expounds the specific meaning of township government and convenient service hall, then presents theoretical research perspective of this article. Township convenient service hall taken as a form of public service innovation doesn’t like a tree without roots. Its emergence and development are based on the special theory. This text mainly discusses the construction of convenient service hall in the research perspective of seamless government theory, analyzes the relationship between seamless government theory and township convenient service hall based on concretely illuminating the primary meaning and important principle of seamless government theory, and then directs the following text.The third part is about the construction background and operation mechanism of C township convenient service hall. On the one hand, this part introduces the background of the construction of the township convenient service hall from national and provincial, county and township levels. National and provincial policies supports and encourages it, city and county administrative service center provides guidance and reference, township government plays an important role and the situation of public services in town, which made C township convenient service hall have the necessity and feasibility of building. On the other hand the text describes the operating mechanism of C township convenient service hall, which improves public services according to the first-inquired responsibility system, once informed, limited handle system requirements for public service.The content of the fourth part is that C township convenient service hall innovates from three aspects of the service concept, service system and work flow in the perspective of seamless government theory. It’s very different compared with the traditional service forms. The convenient service Hall achieves great results in township public services, it realizes public service innovation of township government that facilitates people; It completes government work system that improves the quality of public services; It establishes the "one network" three-level administrative service network platform that benefits e-government construction; And it also promotes administrative reform that conforms to the trend of the reform of government.The fifth part is about that the author finds various problems existing in the construction of the hall and excavates the deeper reasons behind the problem through field investigation and deep interview. The author analyzes the causes of these problems from three levels of concept, technology and institution. The idea dues to the lack of service consciousness and the understanding of township convenient service hall is not in place, In technical aspects, e-government network service platform is imperfect and the staff are short of skill training. The institution dues to that the legal position and financial security are not clear, the management system is unreasonable, the supervision and appraisal are ineffective.The main content of the sixth part is the feasible policy suggestions for above problems. This part is designed to solve various problems in construction of the convenient service hall and put forward improvements on the basis of the preceding analysis.In the concept level, it requires to improve service consciousness of the relevant personnel and correct cognitive distortion of the convenient service hall. In the technical level, take network platform and Staff skills into consideration, strengthen the construction of e-government network service platform and the skill training for the staff. In the system level, establish a sound legal system and financial security system, set up a bottom-up linkage and combined interaction management system, build a full range of supervision and inspection institution.The seventh part is conclusion. This part is intended to make a simple summary and distillation of the research content and conclusions.
