Since twenty-first Century, China’s public finance has already covered the rural public affairs, and the government has promoted the development of rural pension, health care, education, culture and other public affairs actively, which helps promote the gradual improvement of the hardware supply of rural basic public affairs. But it is an open fact that the rural public service supply is relatively absent. In these circumstances, it is of great benefit to promote the development of rural public affairs and the ability of rural public service that farmers participate in rural public affairs in a way of spontaneous mutual cooperation. The author of this paper takes a student group of Yueshan village, Qingyuan county, Zhejiang province, as a case study, using field survey methods, knowing more about Yueshan village student group and getting more related text information through interviews, utilizing self-organization theory, to explain the establishment and operation of the student organization, and then explore the premise conditions, internal power and the key points of each stage of farmers’ spontaneous mutual cooperation in rural public affairs.This group founded in 2012, which is a rural cooperative organization and established spontaneously by the villagers. The main purpose of of this group is to protect the village schools and promote the development of rural basic education. This group is a typical example that peasants participate in rural public affairs in a self-organizing way. The study found that the spontaneous mutual cooperation of the villagers to participate in the rural public affairs needs prerequisites, among which, the interaction between the villagers and the public affairs is the basic premise; the huge difference between the villagers is the core premise and the grid interaction between the grid connection of the villagers is the necessary premise. Second, villagers spontaneous mutual aid and cooperation to participate in public affairs in rural areas needs some motive power, and the village folk competition interaction is the raw power; cultural identity of the village is the core guiding factor of self organization. Third, we need to pay attention to different stages of self-organization In the early stage of self-organization, motive power of participating needs to be derived from the system itself; it is very important to promote the growth of some elements in the organization selectively in the mid-term of self-organization and some of the guiding suggestions will be able to promote the effective development of self-organization; in the late stage of the development of self-organization, extracting the endogenous power of farmers’self-organization and applying it to other public affairs that need self-organization will help to promote the development of self-organization and public affairs more extensively and effectively. In addition, paying attention to the adaptability of self - organization to environment is helpful to promote the extension and development of farmers’ self-organization.
