After 2000, the world and China’s economy has ushered in a period of rapid development. At the same time, labor relations also with the development of economy have new changes, according to researchers all over the world that global economic subjects have their own characteristics, but labor relations to promote economic development effect is becoming more and more obvious. It can be said that labor relations have become a basic social and economic relations, the labor relations of harmony or not has a great impact on economic growth, social harmony and stability. Currently in our country, with the development of market economy, employee self maintenance of rights and interests of thinking set, the development of information technology brings the information transfer quickly. These are profoundly changing under the previous planned economy or market economy at the early stage of labor relations is because such labor related disputes over the past more prominent, and one of the most prominent is about income and distribution of the dispute. In the practice of western countries, the wage collective bargaining system is a kind of system that stabilizes and promotes the harmonious labor relations. So how to promote the construction of harmonious labor relations in Taiyuan area is the focus of this paper, combined with the actual economic and social environment of Taiyuan to implement the collective wage negotiation.In this paper, the collective bargaining model of the British economist Pigou as the theoretical basis, that only the interests of both sides of the control in a mutually acceptable range, the negotiations can be successful.
