With the development of market economy and the expansion of city scale, a variety of governance subjects emerge in the grass-roots community, but the mutual action fracture, scattered resources, functional isolation, lie among them and it is difficult to form the governance force. Therefore, it has become a hotspot for the current theory and practice research to explore how the multiple governance subjects of the grass-roots community to realize collaborative operation and synergistic effects. In the perspective of collaborative governance theory, with the practice of "seek advice" of Maizidian Subdistrict Chaoyang District Beijing City, through participant observation, interviews, questionnaires and other methods to collect the relevant information of "seek advice" activities, and by the "expand the case " method to analysis the case deeply, this paper explores the specific path and the key influence factors about how the Street government, community neighborhood committee, community residents and social units of grass-roots community to realize collaborative governance.By sending demand tables, holding council conference and other means, through the "seek-need", "seek-plan" and "seek-accountability" three stages, the Maizidian Subdistrict "seek advice" absorbs the community neighborhood committee, community residents, units and six small stores and so on to participate in community affairs. In the process of "seek advice", the street government occupies the dominated role, to organize and guide the pluralistic participation; Community neighborhood committee is a bridge to connect the street party working committee and office and the residents; Community residents express demand positively to indicate the direction for the work of the government, occupying the "foremost role"; With the technological and financial advantages, other units and six small stores provide professional guidance and financial support in the engineering project. Through role division, the multiple governance subjects realize mutual function collaborative. The key to success lies in that the streets constructed the balanced power structure by authorizing to the community and the two level platforms, which opens convenient ways for other actors to participate in governance. And in practice, they continue to formulate and improve the system of rules to maintain each subject cooperative operation orderly.According to the case study on Maizidian "seek advice" practice, this paper thinks, the grass-roots community collaborative governance mode can be generally summed up as: First, absorbing the multiple governance subjects to formulate the governance system, which is the prerequisite of collaborative governance. Second, playing the leading role of government, let it organize and guide multi stakeholder to integrate effectively. Third, playing the connecting function of community neighborhood committee, which will transmit the demand of residents to the government, and the government policy will be issued to the community. Fourth, encouraging residents to express their needs actively, then providing guidance for the work of the government. What`s more, encouraging social units to play the professional advantages, providing technical guidance and financial support for the project. And, the key to realize collaborative government of multi subject is decentralization and system design, in which the government decentralization is the deciding factor of the collaborative governance, and system design is the guarantee factor of the collaborative governance.Therefore, in the governance practice, the government need to play the role of dominating, but it should be confined in rule-making, organizing, guiding and funding, etc., in order to promote government decentralization; need to peel administrative affairs of the community neighborhood committee and desalinate community neighborhood committee administrative color, to make it really become a useful bridge between government and residents; need to construct multiple channels participation mechanism to attract residents, encourage and guide them to express their interest demands actively; need to cohere and unite other stakeholders, guide and regulate their conscious participation to play the advantage of expertise by enhancing the interest of isomorphism of identity; need to design reasonable and feasible rules, then continue to improve in practice. Only through these efforts can grass-roots community realize the synergistic effect of collaborative governance.
