In recent years, public conflicts are so common in China. "Citizen Walk", "Sit-Down Protest" and other group events occur very often in our society. Furthermore, with the rapid development of economic society and urbanization process, the state and society pay close attention to the construction of infrastructural facilities, the urban planning, the environmental policy and other issues. NIMBY attracts our eyes, which is about risk decisions of the location and construction of public facilities. Chinese scholars have studied this public conflict from multiple angles, for example, using mathematics and operational research to analyze it, proposing governance principles in the view of government, providing two aspects to research the community NIMBY, advising reasonable economic and social compensation mechanism and recommendation, and so on.These studies are quite helpful. However, few researchers analyze this kind of public conflicts from the perspective of scientific and technical complexity. This paper considers that the key points and difficulties of such conflicts are the risk of NIMBY facilities, the uncertainty and the complexity of such technology.Therefore, this paper summarized the analysis and researches on scientific and technical complexity at abroad, and then introduced joint fact-finding(JFF) method Firstly. Secondly, the paper researched the characteristics of public conflict in our county, including short of elasticity for public conflict resolution time, unbalanced party status(the government is relatively strong), the single channel of information disclosure and lack of third-party professional organizations. Thirdly, this paper made JFF adapt to our country practically. And then, the case of garbage incineration event in Panyu showed us how to use JFF to solve practical problems. At the end, this paper discussed the limitation of the study, and also suggested how to prepare for using JFF in China.
