The Research On Service Supplies Performance Of Urban Multi-ethnic Community: Based On The Real Investigation Of L Community In Lanzhou

In recent years, with the number of community service facilities increasing instantly and coverage expanding gradually in our country, at same time, all levels of government have explored many new-type modes of community service in practice, community service work have achieved remarkable results. But how do the residents in community discuss these significant results,especially in urban multi-ethnic community such a special type of community, it is worth thinking about how does the performance of community service supplies and whether the actual needs of residents and actions of government service can match each other.This paper selects urban multi-ethnic community as a research object, based on the theory of governance, investigate the current matching situation between government service action and resident service needs of L community in Lanzhou to study the performance of service supplies in L community. It finds that it is unmatched between government service action and resident service needs, the performance of service supplies in L community is inadequate, which through the field investigation of service supplies in L community. This paper holds “Social Value Constructing Mechanism of Government Performance” as the explaining framework, analyze and expound the reasons from three dimensions of selection mechanism, constraint mechanism and leadership mechanism, think the main problems of community service including the expression of residents’ demand is insufficient, the requirement investigation carried out by government is formalized, the knowledge constitution and level of residents and government staff is differentiation, government facing the constraint of resources endowment, operation capacity and institutional environment, L community lack resident representative and opinion leader, the role of government organization and community residents’ committee exist mistake and alienate. In view of above problems, this paper proposed countermeasures and suggestions for improving the performance of service supplies in L community from three aspects including improve capacity of government in identifying and judging the basic public value, establish the multiplex supplies pattern of government-led and enhance effective communication between government and residents.The innovation of this paper is focusing on the community service of urban multi-ethnic community, pay attention to the specialty of culture, education and livelihood, analyzing highly focused issues of public service through the constitution of L community’s service system in Lanzhou, hoping provide reference for ethnic work and community service work.
