The Characteristics Of The American Township Autonomy And The Enlightenment For China Villager Self-rule

The autonomy of villages and towns of America has developed 300 years,hundreds of years of development, Township autonomous formed four main features:(1) The residents’ assembly is the main feature of the township, it has three systems:town meeting, the town of the people Congress, the mayor council system;(2)Township voting rate is low;(3) Dillon’s rule and Home rule are used to process the relationship between township and state;(4) Labor transfer is the Dilemma of township governance. Villager autonomy has been seeking development since established by the national constitution in 1982. For discussing the autonomy of villages and towns of the four characteristics, this paper firstly expounds the changes of township autonomy from the origin to the development; followed by the introduction of the basic situation of Township autonomous.It include township government, township residents meeting, township elections, the relationship between township and state government; And on this bases to expound the characteristics of the American township autonomy and the enlightenment for China villager self-rule that is the key point of this paper.
