Research On The Construction Of Cooperative Governance Mechanism Of Urban Community Under Modern Governance Background

The third plenary session of the 18 proposed promoting the modernization of national governance systems and governance ability, the fifth plenary session of the party 18 emphasized on strengthening and innovating the social governance. The traditional vulgar, empirical social management has not been adapted to the requirements of social and economic development. Governance modernization is a kind of social governance’s transformation, from the vulgar, administrative style to refined, autonomous style.China’s urban community is the basic unit of society, the basic unit of governance,and the realization of modernization of urban community governance is a sally port to promote the modernization of national governance. Although many urban communities in China have an exploration of the certain regional model of community governance,and have formed the model of Shanghai, model of Qingdao, model Shenyang and model of Jianghan. However, on the whole, the main model of urban community governance in our country is still a government-led community governance model. Under the background of governance modernization, the government-led community governance model has a lot of problems. Such as the obsolete concept of urban community governance, the serious administrative governance tendency, the single governance subject, the insufficient ability of social organizational governance, the weak integration of resources, and the poor ability of participation of community residents. These problems are increasingly outstanding, and arouse people’s concern. In this paper, the study found that the influence of Chinese traditional ranking values, the bondage of planned economy system inertia, the slow development of the community social organizations, the weak of participation consciousness of community residents, the relevant legal system, are the causes of problems in community governance, under the background of governance modernization. After that, how to build a suitable urban governance model under the background of governance modernization has become an important issue of the society.Under the background of governance modernization, the development of urban community governance, the basis of China’s economic and social development, andexperience for reference of foreign community governance, both laid foundations to our country city community governance pattern. The article uses cooperative governance theory, and introduces the mechanism of cooperation mechanism into urban community governance in our country, to build the urban community of cooperation governance mechanism: government departments, community, social organizations, residents,enterprises and institutions and so on, they equally cooperate and manage their community, to promote modern community governance. The construction of cooperation mechanism, on the one hand, needs to build the running mechanism, that is to say: Transform the concept of the urban community governance, construct the urban community governance mechanism of multiple subjects, and deepen the reform of economic system, construct the mechanism of community resources investment, and complete the relevant legal system. On the other hand, construct actively urban community cooperation mechanism of risk aversion: that is to complete the information of competitive market, distinct the rights and obligations of community governance subjects, establish a trust mechanism, and improve the supervision mechanism.The construction of urban community governance mechanism, both provides a better choice for our country city community governance mechanism, and has important practical significance in promoting the modernization of national governance.
