Research On The Reform Of Logistics Service Based On The Theory Of New Public Administration

Logistical and service work plays an important role in government administrative work,which provides important material security and service assurance to government agencies.It was began with a summarize of the relative concepts of logistics, as well as the characteristics of logistic management. The specific problems of logistic reform process what exist in Heze City were analyzed combined with the author’s practical experience. It was proposed logistics management reform recommendations to municipal authorities by public administration perspective, studied from home and abroad on the advanced experience of Logistic Reform; for issues from various aspects of the existing logistics management in institutional settings, system management, personnel, finance, and assets, which based on reform objectives, reform path and reform approach. For example, the application of centralized management; the change from closed-end to self-service; the development of an open-service system; socialized reformation to logistic services sequentially; focusing on transition management functions; personnel competence improvement on government logistics team; introducing professional and technical personnel; speeding up the socialization process of logistics management reform; achieving development goals on scientific management, legalization and social services, what aimed to make recommendations on the logistical reform in Heze City; promoting the process of building property management;standardizing government procurement practices; promoting the reform of government official cars; establishing financial internal control system in order to reduce operating costs;and promoting logistics control, strengthening of logistic meticulous management; and then bringing some radiation effects of reforms to other areas.
