The Problems Of Democratic Decision-making In Villagers’ Autonomy And Countermeasures Research

Villagers’autonomy is a practical form of rural grassroots democracy in China. It has gone through a journey of more than 30 years until now and is different from the traditional autonomy of rural society. Villagers’autonomy includes four aspects which are democratic election, democratic decision-making, democratic management and democratic supervision. Democratic decision-making is very important one link in villagers’ autonomy. Practice shows that the village democratic decision-making in the practice of the villagers’ autonomy is of great significance. Firstly, it is to improve the masses of the politics participation enthusiasm of villagers. Secondly, it is to arouse the enthusiasm of the villagers’ participation in rural governance. Thirdly, it is the will of the villagers got reasonable expression. And then, villagers’ interests have been protected. Finally, it is conducive to promoting rural grassroots democratic political construction. In more than three decades of democratic decision-making practice, it gradually formed the elite-dominated democratic decision-making, referendum type democratic decision-making and consensus-type democratic decision-making. Democratic decision-making gradually diversified which promoted a diverse rural community governance model.Very good results have been achieved in rural democratic decision-making practice; meanwhile, there are still many development problems. Because of street office undue intervention as an external power, lack of tradition in villagers’ autonomy, villagers’ low awareness of self-autonomy and inaccurate positioning of the village cadres and other reasons which result in many practical problems in Chinese village-level democratic decision-making such as excessive government intervention in grass-roots village affairs, low political participation enthusiasm and the universality of "decision-making on behalf of the people" phenomenon. In order to insure the village-level democratic decision-making to be real decisions and to make public decision, it should be from the government and villagers comprehensive efforts. On one hand, the Government dimensions:First, strengthen the leadership and credibility of the township party committee and government in democratic decision-making. Second, further strengthen the building of democracy and decision-making procedures. Third, strengthen the people and media monitoring of township party committee and government authority in the democratic decision-making. On the other hand, villagers dimensions:to improve the status of the majority of the villagers in the village of democratic decision-making. First, vigorously develop economy to provide security for the democratic decision-making. Second, develop deliberative democracy to foster consultation culture which can improve political literacy and political participation of the majority of the villagers. Otherwise, the village will not be truly democratic decision-making by the public in decision-making and the villagers’self-government will be a mere formality.Looking forward to the future of villagers’self-government, we needs to improve the democratic system and the organic integration of science and technology. The ideal form of democratic decision-making should be based on democracy-scientific decision-making model of deliberative democracy. This essay takes the case study method and adopts Shandong Province Laishan rural communities as an example to strive to tease out the problems of the villagers’ autonomy in democratic decision-making and their causes and finds out the village-level democratic decision-making optimal path on specific issues based on the management theory.
