The special groups who need social assistance, such as vagrants, beggars and the elderly people without legal guardian, working ability and means to make a living, increase with the acceleration of population mobility. Disappointingly, some civil servants responsible for social relief abandon them and even peril their lives, which causes bad social consequences. There are different points of view on determining the nature of those behaviors that lead to death. The article selects some typical cases and analyzes the theoretical perspectives by comparing the related law regulations in different countries, finally draws a conclusion of crime of intentional homicide.
