Research On The Operational Mechanism Of Temporary Government Agencies

Temporary government agency refers to the temporary organization under the leadership of government that set up in particular for the purpose of integration of cross industry, regional, hierarchy and section resources, to complete the sudden and comprehensive tasks. Compared to the permanent government departments which legal established based on the Constitution and related constituent instrument, temporary government agency shows outstanding flexibility and efficiency. At the same time, the temporary government agency itself has the defects of operation, and it will be controlled by many factors, which will cause negative impact on the administrative environment.Based on the analysis of the operation process and defects of the temporary government agencies in our country, this paper selects N County in Yunnan Province as the research object, combined with the depth interview method to collect the working status and personal experience of N County in different types of temporary government organizations, and explore the influencing factors of the operation of temporary government agencies. In addition, taking the successful case of Shanghai World Expo Coordination Bureau as a case study, carry out the systematic study. On the basis of this, the operation mechanism of temporary government mechanism is built, and the optimization strategy is put forward based on the reality of our country.Temporary government agencies to organize the construction and power allocation for the starting point of the life cycle, is the input process of the organization, through the "service institutions" as the core of the operation system to achieve the conversion of resources, and ultimately complete the administrative tasks, to achieve the output of the results, institutions also face the end of life. The mechanism is affected by multiple factors in operation, mainly including three dimensions: the individual factors caused by the behavior of the general and leading members; group dimension factors such as group cohesion, relationship stability and informal system; organizational structure, internal management and external environment group into the organizational dimensions of factors.As a typical temporary government agency, Shanghai World Expo Coordination Bureau is the premise and foundation of the 2010 Shanghai World Expo. Therefore, it is able to explore the key success factors of the operation of temporary government agency, and provide practical experience for the construction of mechanism operation mechanism, through analyze its static organization structure, function and dynamic operation process, function transformation.Operation mechanism construction is based on the analysis of influencing factors, according to the actual impact, divide the different factors into two systems to ensure the efficiency and orderly operation mechanism: the power system and balance system. And operation mechanism is formed by four department: external governance mechanism produce system dynamic and constraining force, internal management mechanism realize function orderly, interaction mechanism maintain partnership; supervision mechanism ensure internal and external supervision.Through the analysis, it`s not hard to be found that the temporary government agencies in our country have no perfect system environment, management system, clear interaction function and complete withdrawal mechanism. In view of so many problems, combined with the analysis of institutional factors and operational mechanism, we should establish a perfect legal system, improve the internal management, build an interactive platform, and improve the supervision mechanism and other aspects of the improvement and optimization of the operation mechanism of China’s temporary government agencies.
