Emergency resources are the material basis of emergency rescue and the fundamental guarantee for emergency disposal. The supply number and species of emergency resources are adequate or not directly affect emergency management, and therefore we need to constantly assess the protect ability of emergency resources, thus to improve the support capabilities of emergency resources. However, there are huge differences in the demand for emergency resources between different types of emergencies, the same emergency resources are also have significant differences in the support ability for different types of emergencies. Based on the different demand for emergency resources, the demand scenarios were constructed, and then the evaluation index system and evaluation model of the support capacity of the emergency resources based on scenario analysis were built, and used examples to verify that the model used to evaluate the support capabilities of emergency resources is scientific and applicable. The main conclusions were as follows:(1)According to demand characteristics of emergency resources for various emergencies, emergency resources demand scenarios were built by six aspects, namely, type of comprehensive continuing demand, type of health and epidemic prevention demand, type of slowly increasing demand, type of control and evacuation demand, type of urgent dispose demand and type of fast recovery demand, from the area of disaster, use of emergency resources, resources required for disposing core business, the continuity and urgency of emergency resources demand.(2)According to the demand characteristics and property itself of emergency resources, divided emergency resources into four categories, namely the rescue resources, basic life support resources, medical resources and reconstruction resources, among which the rescue resources contain six second level indicators; basic life support resources contain four second level indicators; medical resources contain six second level indicators; restoration resources contain seven second level indexes.(3)According to the emergency resources demand scenarios and evaluation indexes system constructed above, the minimum discrimination-improved Topsis algorithm model to assess support capabilities of emergency resources was designed, its main idea is to regard the closeness extent with the absolute optimal solution as the comprehensive support rate, and then got the final results of the evaluation combined with minimal discrimination method.( 4) Exemplified by the model, the results showed that : the model can scientifically evaluate support capabilities of emergency resources under different scenarios, which has great value for strengthening emergency resource reserves, improving the support ability of emergency resources; while the design of assessment model to evaluate support capability of emergency resources based scenario analysis not only has some innovation, but also has a wide range of application, which provides a new idea and new way to comprehensively assess support capabilities of emergency resources.
