The Participation Of Environmental NGOS In Environmental Mass Disturbances Dealing Process

With the implementation of the reform and opening up policy, China has achieved economic development significantly, but at the same time, the pollution problem is getting worse and worse due to the economic activities. Pollution problem is a straight conflict of citizens’ rights, but in China, the channels for citizens to express their feelings are often blocked and they do not work effectively. Under this circumstance, citizens cannot express their feelings and demands via legal channels, as a result, they have no choice but to safeguard their rights and demands through illegal and violent ways, and unfortunately, this gives birth to environmental mass disturbances, which are hidden dangers to the society.At present, in China, the government is the major player in dealing with the environmental mass disturbances. The government is effective in dealing with the environmental mass disturbances to some extent, but there are some shortcomings too, and these shortcomings undermine the effectiveness of government in dealing with the environmental mass disturbances. Fortunately, in recent years, many environmental NGOs aroused and developed rapidly in China, and they are rather suitable for helping the government to deal with the environmental mass disturbances due to their properties such as non-governmental, non- profitable and so on. But in the meantime, environmental NGOs are also faced with many dilemmas in the environmental mass disturbances dealing process. In order to make the environmental NGOs play a much better role in the environmental mass disturbances dealing process, measures must be taken to eliminate those dilemmas.This paper uses an environmental mass disturbance which occurred in Zhejiang province as an example and relies on case study method and literature research method, to analyze the behavior of the local government and two local environmental NGOs in the environmental mass disturbances dealing process. This paper found that the local government suffered information failure and inefficiency problem, on the contrary, the local environmental NGOs played an active role in facilitating communication, guiding public opinions and the rest. But meanwhile, this paper also found that the local environmental NGOs were faced with many challenges. To make the environmental NGOs more helpful in dealing with the environmental mass disturbances, this paper also came up with some useful suggestions from four different aspects.
