The Independent Counsel System was a controversial system in American politics which was existed from 1978 to 1999. Between the twenty years operation, it showed surprising influence to American political society.Part one discussed the political background of the Independent Counsel System. Section one paid attention to two Acts legislated by the Congress which extremely confined the Executive power. Section two introduced the Watergate Scandal and Section three mainly discussed the forming reason of the Independent Counsel System.Part two introduced the context of the Independent Counsel Act. This part was divided into three sections. The first section mainly discussed the whole process of the settlement of the Act. The second one summarized the outline of the Act. And the third one focused on the Triggering Mechanisms of the system.Part three introduced the developments of the Independent Counsel System in 1980 s, including two Amendments of the Independent Counsel Statute. Apart from that, there were several cases investigated by the Independent Counsels.Part four introduced the decline of the Independent Counsel System in 1990 s. This part was divided into three sections. Section one introduced the Iran-contra and section two discussed the Lewinsky Scandal. Section three discussed the reason of the decline and fall of the system.
