At present, the reform is advanced and deepened in the political, economic and cultural fields in our government.The reform of administrative examination and approval system is executed from top to bottom and it is an important means for intervening micro economic. Although administrative examination and approval plays an active role in the era of the planned economy, with the continuous economic and social development, the defects come to stand out gradually such as too many approval matters and lack of effective supervision. The research is payed attention by the new government and has important both theoretical and practical significance to study, for promoting transformation of government functions, optimizing the economic development environment and strengthening the prevention of corruption.Plenty of work on reform of administrative examination and approval system has been done in years, we have imposed a lot of policy and got a good achievement, for example, new registered capital registration system and independent granted before certificate. The author takes Wenzhou City, a prefecture-level city in Zhejiang Province as an example and case, and takes market supervision authorities as the study object. The paper combines qualitative analysis with quantitative analysis and describes The basic situation and the result of carrying out the policy. Still there are a series of problems in terms of policy, approval and supervision., such as the implementation of the policy is not yet in right place, the processes are unreasonable in the approval process and supervision mechanism is not perfect. The author discusses and indicates the primary cause of administrative approval system, for instances, departmental interests, stereotyped views, imperfect laws and regulations, and analyzed.Finally, on the basis of summarizing the study results of America, Japan and Tianjin district, the author puts forward effective and feasible countermeasure on administrative approval system reform in Wenzhou City, for instances, integrating policy documents, cleaning up the approval projects and improving the supervision mechanisms to solve the difficulties of the reform, and thus provides some reference ideas for future administrative approval system reform.
