South-to-North Water Diversion, which is aimed at solving the water resources shortage and environmental problems in northern China, is a large-scale interbasin water transfer project. The relocation of the migrants has formed a special social group – migrants of resettlement.In the early investigation, arrangement and deployment of the PCC(Party Central Committee) and the State Council, the migrants have been generally arranged properly. However, with the development of the history and the changes of the times. How to improve the sustainable livelihood of poor migrants, how to help them to become rich, these hotspots and difficult issues have aroused government and academic’s concerns. So, the study of poor migrants’ sustainable livelihood under the new period has a profound effects and functions for improving migrants’ economic and social development, building a harmonious society and building a New socialist rural areas.This paper is based on the foundation of the form of sustainable livelihood from DFID, and puts some forward to working proactively. According to the characteristics of migrants, this paper proposes a theoretical framework for the sustainable livelihood of poverty and analyzes the logical connection rang from the capitals of livelihood to the fragility of livelihood to the sustainable livelihood to the government security. This paper discusses the main influence factors and mechanisms of sustainable livelihood of migrants to improve the instructiveness and persuasion of case study.Based on the theoretical fundamental of the framework for the sustainable livelihood of poverty, the paper analyzes the live, risk and sustainable development of migrant village in Qianjiang. The research result shows some problems, such as migrants’ weakness in livelihood, fragility of livelihood, weakness in sustainability, lack of alleviating poverty methods and system grantee, insecurity of government service, which probably increases the risk of awareness deficiency of poverty-alleviation, stagnation of self-living ability, and political problems.Therefore, the paper constructs the sustainable livelihood security system for poor migrants ranging from eco-compensation, right protection to human and financial capital. This paper provides a beneficial reference for the improving of sustainable livelihood ability and common prosperity.
