The constantly developing telecommunications technologies bring tremendous changes to people’s lives, and when people are enjoying the convenient lifestyles brought by science and technology, they are also bothered by problems like personal information leakage and others. With the improvement of people’s awareness of democracy, there is growing emphasis on personal privacy protection.The telecommunications industry, as a public sector, is a typical example. The telecommunications technologies have shortened the distance among people, and the massive growth of information and high- speed spread extend the social space for information dissemination. However, the unlimited expansion of public areas and social space is bound to compress the private sector and private space, resulting in the intense conflicts between the two in competing for space and cutting benefits and making the protection of personal information the focus of attention of all parties in the information society. In China, the scope of personal information is not clearly defined and citizen privacy of personal information cannot be well protected, which cause a lot of inconvenience and even distress to people’s lives. Especially in today’s world full of high-tech crime, telephone frauds and phishing are done through mastering a large number of individual information, and therefore, protection of personal information is directly related to personal and property safety of citizens. Throughout the world about the protection of personal information development process there is a strong demand for personal information privacy and self-determination of personal information, personal information law is to promote the development of the main force. Now, for the protection of personal information has become a social problem to be solved in our country.This paper is divided into five parts, with case studies discussed ways to expand, through the focus of controversy of the case, discuss privacy and personal information Right of the border issue. At the same time through the privity of contract with the telecommunications-related otherness, telecommunications and other users the right to information and privacy issues analysis, exploration of telecommunications services in our country to protect users’ personal information on the existing problems and their causes. In this paper, the network information analysis and document retrieval methods of telecommunication services during several violations of users’ personal information legal thinking also proposed several aspects related to personal information protection regulation proposal.The first part is an introduction, introduces the background and significance of this paper.The second part describes the case study method through the use of case studies, the case of telecommunications services infringe on citizens’ privacy and two elaborate analysis.The third part is the focus of this article, through the introduction of new developments in the traditional privacy and privacy from the theoretical analysis of the difference between personal privacy and the right to information. Further in the case of the telecommunications industry as an example, is an infringement of the right to telecommunications users’ personal information to analyze several focus of controversy.The fourth part describes the personal information protection measures relating to telecommunications users in other countries and regions, in order to protect the personal information of some inspiration.The fifth part is the full text of the summary. For the telecommunications industry to the user’s personal information protection problems put forward the corresponding recommendations for improvement in terms of legislation, supervision and education.
