Research On The Transformation Of The Government Functions Under The Perspective Of Service-oriented Government

In recent years, scholars from home and abroad have conducted a lot of researches on the transformation of township government functions from both theory and practice, which formed a relatively complete system. Under the guidance of these theories, we have made great progress in the transformation of township government functions, But Chinese economy has entered in a new norm, the changes in the functions of township government faces many new situations and transformation process exists many defects,According to the practical situation of the transformation of township government functions in China, it is necessary to carry out reasonable and effective transformation under the concept of service-oriented government, to promote the transformation of local government function and embody the superiority of the socialist system, and fundamentally enhanced China’s national strength and international competitiveness.This paper carried out an empirical research in the perspective of service-oriented government on the basis of normative research with empirical research methods.Firstly, locating the significant position of township government functions,based on the theory of service oriented government, so that it can provide a clear theoretical basis for the follow-up analysis of the township government functions to provide the basis for the transformation and positioning.Secondly, it explored and analyzed the main practice and the existing problemsin the process of the transformation to service-oriented government functions of the Dongkeng Town Government. The major problems as following:the existence of unequal powers, the inadequate supply of public goods and services, the low working enthusiasm of the staff,and the inadequate of the public service consciousness.Furthermore, it analyzed the reasons of these problems from the perspective of administrative philosophy, service ability,financial condition,performance assessment, etc.Finally, it discussed the path choice of the transformation to the service-oriented government of the Dongkeng Town Government according to the existing problems and the reasons, that is, from the perspective of the update of the concept of service-oriented government, the improvement of the service ability, the perfection of the financial system, the improvement of the performance assessment system and so on.
