Guangdong provincial government have committed to service innovation since 2012, trying construct new online platform to serve people, review and verify information via Internet, therefore, people could apply and get feedback through Information Communications Technology(ICT). The online service hall of Guangdong province demonstrates Government is actively adapt itself to the information society and try to innovate its service form. According to the original plan, online service hall, is a comprehensive platform that could bridge lateral government agencies and portrait Villages or towns, providing whole-process, all-weather, all-areas governmental services for Citizens and companies through Internet. Three years past since its foundation, however, there isn’t any comprehensive performance evaluation was conducted about the actual operate effect in use.This article, takes online service hall of Guangdong province as an example, conduct a comprehensive performance evaluation, try to find the strengths and weaknesses in its operation, provide some tips and suggestions for other researches on local government services innovation.This article first reviewed the thesis and dissertations about government performance, evaluation methods form home and abroad, then analyze the various factors affecting the construction and operation of e-government and rank these factors by importance. The research in this article adopted both qualitative and quantitative analysis method, after distribute and recover questionnaires; field interviewed the government officials, get a clear comprehensive evaluation about online service hall. Some valuable and significant conclusions were found: a) Compared with capital, technology, human resource, the collision of traditional concepts and new E-government is the key factor that influenced the development of online service hall. b) Lack of enough communications and inadequate application of information between government agencies and departments caused isolated information resources. c) The construction of electronic license database(ELD) is the vital element of E-government and online service hall.
