Research On The Construction Of Public Service In Internet-Era—Take The Exit-entry Administration Department Of Guangzhou As An Example

Since 18 th CPC National Congress, a scientifically defined, well-structured, clean and efficient service-oriented government that satisfies the citizens has become a new goal of China’s administrative reform. In Internet-era, people raise higher demands on the public service supply. And the new era brings the new challenges and opportunities for the government. The exit-entry administration department of Guangzhou(EEADG) is a window unit providing public service for the citizens directly. How to take advantage of the opportunities to response to the challenges of Internet-era, is the core issue in the construction of EEADG’s public service.This thesis studies the construction of EEADG’s public service in the perspective of Internet-era. The achievements and deficiencies of EEADG’s public service construction are studied. Then, several improvement suggestions that including institution building, team building and service innovation are proposed based on the characteristics of EEADG and the Internet-era.This thesis is organized as follows. Section I illustrates the research background, research status and the thesis framework. Section II elaborate the related theory of Internet-era and the construction of public service. Section III is an overview of EEADG’s efforts in the construction of public service. The defects of EEADG’s construction of public service are studied in Section IV. To highlight the service effectiveness limitations, questionnaire investigations are performed to 460 citizens, while an empirical research is carried out to find out more comprehensive service construction defects. In Section V, the practical suggestions for the construction of EEADG’s public services are proposed from three respects: First, the policies of EEADG should be reformed to promote and guarantee the construction of public service; Second, the staff-team structure should be optimized to protect the talents movement. And the assessment mechanism should be perfect to lead and motivate the staff; The rest suggestions are proposed in service innovation. More advanced technologies provided by Internet-era should be adopted. The individual needs and the innovation abilities of citizens should be taken into account. Different departments of governments and various force of society should be coordinate to build a connected public service network. At last, Section VI concludes the thesis.Lots of new challenges are brought to the public service in Internet-era. But new tools and fresh thoughts appear in Internet-era at the same time. This thesis focus on the public service construction of EEADG, in the hope that it could provide some additional insight in the construction of public service in the new era.
