Compulsory isolation drug addiction treatment(CIDAT) is an important measure for Guangdong government to deal with the drug addict problem. But the Guangdong Province is still faced with high relapse rate, rapid growth of the new-type drug addicts and the waste of drug addiction treatment resources. Basing on the perspectives of admission process and treatment mode, the paper studies whether the execution conforms the principle of ‘rescue and rehabilitate’ the drug addicts. The research on execution of CIDAT adopts three methods of literature study, field research and surveys, combined with the theories of the Stakeholder, the Lucifer Effect and the Victimless Crime.The paper presents five problems on execution of CIDAT in Guangdong:(1) More emphasis on punishment than medical care.(2)The waste of drug rehabilitation resources.(3)The violation of drug addicts’ rights and interests.(4)The pursuit of economic profit, disregarding the health of drug.(5) Focus more on the work arrangement neglect the education, along with the drug rehabilitation center subculture spreading.The paper points out the causes of those problems:(1) Path dependence leads to the maintaining punitive mode.(2) The struggle, which is for the distribution of resources and power between public security and judicial department, leads to poor efficiency in execution.(3) Closed execution environment and militarization of management, easily leads to violations of rights and interests of drug addicts.(4) The Stakeholders’ interests makes the pursuit of production efficiency priority.(5) Educational philosophy deviation, lack of targeted educational content and weakness of cultural construction leads to poor treatment results.Basing on the local situation and learning from Chinese Hong Kong Correctional System and the US Drug Treatment Court, the paper proposes five countermeasures to refine and improve execution of CIDAT in Guangdong:(1) Transformation from punitive model to medical model.(2) Improvement of drug addicts admission process.(3)Provide a wide range of education.(4) Reasonable arrangements for labor training.(5) Improve the implementation of environment and introduce prosecution supervision.
