In recent years, college student village official has become a hot topic. It has become a good choice that college students leave the city’s high income and welfare turn to the countryside. However, college students to rural development is also an effective way to ease the employment pressure. The three rural issues is one of the key issues in the development of our country, what’s more, previous government also focus of how to better solve the problems of agriculture, agriculture and farmers. The introduction and implementation of college students village official is conducive to solving the problems of agriculture, rural areas, and good for promoting the comprehensive development of rural areas. However, we also need to recognize that there are lots of problems has also been causes in the the specific implementation of this policy. Especially in the public management of this policy, management methods and models are not appropriate place,either. How to make college student village official policy play an important role and making this policy helpful to rural development has become one of the hot spots.In this paper, the author takes the development and management of college students village officials in Heilong Jiang Province as the breakthrough point. And then, analysis the problems about the development of this policy based on the analysis of the current situation. In the middle of the paper, the author summarizes the reasons which cause these problems and provides the basis for the solution of the solution. The article focuses on how to propose an effective way to promote the long-term development of the policy of the university student village officials in Heilong Jiang province.
